Vernon Upping Charges For "Dangerous" Dogs?

Vernon is reportedly considering giving $700 license charge for dogs who are dangerous.  At first glance it appears risking breed discrimination, but after closer reading I think this only applies to dogs who have bitten others.  This may be a controversial opinion on my part, but if the dog is requiring additional expenses at Vernon's resources, shouldn't the owners be paying instead of other taxpayers?  You can see the full article by clicking here.
