A Vernon man has been charged with second-degree sexual assault and third-degree endangering the welfare of a child after allegedly assaulting a juvenile. Kevin Phalon reportedly sent lewd text messages to a girl in December and assaulted her six months ago while she was sleeping.
The unnamed girl was staying at the residence of a man called "Puff Man" and sleeping on the couch with her friend when she was woken up by Phalon touching her under her top. The girl reportedly told her friend about the incident and they moved to a couch in a different room. At the time of the incident the girl was less than 13 years of age.
Phalon was arrested on Wednesday, December 12 after the victim told her mother about the text messages and assault. The 52-year-old admitted to sending the inappropriate messages but said he "meant to send them to someone else" and that he was intoxicated when it happened. Additionally, he told detectives that he stayed over Puff Man's house and was drinking the night of the alleged assault but he didn't remember touching the girl.
