Charge Upgraded Against Branchville Man Accused of Taking Upskirt Photos

A charge has been upgraded against a Branchville man who is accused of taking photos up women's skirts. Stephen Grogan was facing a disorderly persons charge but the charge has since been upgraded to third-degree invasion of privacy. 

The 41-year-old was reportedly arrested in Montague on November 1 after a grocery store security guard saw Grogan use his cellphone to take photos up a woman's skirt without her consent. According to the New Jersey Herald, this was Grogan's third arrest in six months for this type of crime with previous arrests being in Salt Lake City and Union.
