It was one of 2019's most tragic stories. In November, as temperatures dipped below 20 degrees, the body of a new born baby girl was discovered in a Port Jervis parking lot. Police in the city and the Orange County District Attorney's Office did not file charges for several weeks. It took time to determine if the newborn baby girl was alive when she was left outside in bitter cold temperatures. An autopsy determined the infant was born premature and alive. Then died from exposure to the cold. Police did not identify the baby's mother until their investigation was complete. More than 2 years later in an Orange County Courtroom 24 year old Nicole Layman said she knew her daughter was alive when she abandoned her. Then pled guilty to one count of second degree manslaughter. On Monday, Layman was sentenced to serve 4 to 15 years in prison.
